The Norwegian Final was held at the NRK TV Studios in Oslo on February 8th, hosted by Tande-P. The winner was chosen by an „expert“ jury (40%) & televoting (60%).

Tor Endresen previously came 9th in the 1987 Norwegian Final, 4th in 1988, 2nd in 1989, 3rd in 1990, 2nd in 1992, 3rd in 1993 & 2nd in 1994. He was also a backing singer for Norway at ESC 1988. At the ESC, he came equal 24th.
