The Norwegian Final was held on February 10th at the NRK TV Studios in Oslo, hosted by Egil Teige. The winning song was chosen by an „expert“ jury.

Anita Skorgan previously represented Norway in ESC 1977. She also came 3rd in the 1976 Norwegian Final & 8th in 1978. At the ESC she was 11th. Hanne Krogh represented Norway in ESC 1971.
