The Estonian Final was held at the ETV studios in Tallinn on January 30th, hosted by Romi Erlach & Marko Reikop. The winner was chosen by a panel of 10 international judges.

Evelin Samuel previously came 5th, 6th & 8th in the 1994 Estonian Final, 5th & 6th in 1996 and 2nd in 1998. She was also a backing singer for Estonia at ESC 1997. At the ESC she was 6th.
